VEILWATCH ISR Fusion

Sovereign domain awareness.
Sovereign receivers.

ISR Fusion fuses three VEILWATCH-owned sensor networks — AIS, ADS-B, and MLAT — into a single real-time operational picture covering every vessel in the water, every aircraft in the sky, and every person at every port. The data is sovereign because the receivers are sovereign.

Differentiator

VEILWATCH owns the receiving infrastructure for all three sensor systems. No government using ISR Fusion is dependent on a third-party data provider, a commercial aggregation service, or a subscription feed that can be withdrawn, delayed, or manipulated.

Sensor Network Infrastructure

Three independent networks. One operational picture.

ISR Fusion is built on three independently owned and operated VEILWATCH sensor networks. Each covers a distinct detection modality; together they produce overlapping, cross-validated domain awareness with no single point of failure.

Maritime

AIS — Automatic Identification System

The most comprehensive AIS receiving network in the Eastern Caribbean. AIS data from every compliant vessel within range is received, decoded, and processed in under five seconds, with no dependency on commercial AIS aggregation services.

  • 36 sovereign receiving stations across CARICOM with overlapping station geometry
  • Sub-5-second latency from vessel transmission to operational picture
  • Full decoding of all AIS message types (Class A and B position, voyage, static, binary, safety)
  • Complete vessel track history with replay, route analysis, and pattern comparison
  • Automatic AIS anomaly detection: position spoofing, identity spoofing, implausible tracks
  • Cross-validation of AIS identity against Lloyd’s Register and IMO vessel database

Aviation

ADS-B — Automatic Dependent Surveillance–Broadcast

A sovereign ADS-B ground-station network covering national airspace and extended approach corridors, combined with direct FAA SWIM integration for international flight data.

  • VEILWATCH-owned ADS-B receivers — no commercial aggregation dependency
  • Real-time position, altitude, heading, and speed on every transmission interval
  • Automatic flight-plan correlation with immediate alerting on route deviations
  • Aircraft identity cross-validated against aviation authority registrations
  • Direct FAA SWIM integration for international flight plans and clearances

Non-Cooperative

MLAT — Multilateration

Passive detection and tracking of aircraft that are not broadcasting ADS-B — transponders switched off, Mode A/C only, or attempting to transit airspace undetected. MLAT requires no cooperation from the aircraft.

  • Detects all aircraft transmitting any transponder signal (Mode A, C, or S)
  • Tracks aircraft with ADS-B disabled using transponder-response multilateration
  • Position accuracy comparable to primary radar at a fraction of the cost
  • MLAT and ADS-B fused where both cover the same aircraft — cross-validated data
  • Processing occurs entirely within the sovereign platform; no signal data leaves the perimeter

Maritime Pre-Arrival Intelligence

Intelligence ready before the vessel docks.

ISR Fusion begins processing a vessel before it enters sovereign waters, building a complete intelligence picture of the vessel, its crew, its passengers, and its cargo — ready for customs and immigration officers before the vessel is alongside.

Vessel Detection on Approach

Detects and identifies inbound vessels from the point they enter AIS range, automatically initiating pre-arrival processing with no officer action required.

Automatic Pre-Arrival Record

On first detection, the system creates a pre-arrival record and begins requesting manifests, crew lists, and cargo declarations from the vessel operator.

Vessel History & Intelligence Profile

Complete history for every vessel that has entered sovereign waters — prior crew, prior cargo, prior route deviations, prior enforcement encounters.

Live ETA Tracking

Continuous ETA calculation from AIS track and speed, with automatic notification to customs and immigration when a vessel enters defined arrival thresholds.

Clearance Status Visual Indication

Every vessel, person, and cargo item — status at a glance.

Clearance status is overlaid directly onto the ISR operational map and displayed on dockside terminals in real time. No officer has to query a separate system.

Vessel Clearance Overlay

Every vessel on the operational map carries a colour-coded status: green (fully cleared), amber (partial clearance with outstanding items), red (not cleared or active hold), grey (yet to initiate clearance).

Person-Level Status at the Gangway

Each individual on a crew or passenger list carries an individual clearance state. Officers at the gangway see each person as they disembark — green for pre-cleared and biometrically verified, amber for secondary, red for holds, white for unregistered.

Cargo Item Status

Each cargo item in the vessel declaration carries its own clearance state, updated in real time as customs officers process the hold. The cargo inspection team sees cleared, pending, and flagged items continuously.

Dockside Officer Terminal

At every berth, a dockside terminal displays the live crew and passenger clearance board for the arriving vessel, with biometric verification and one-touch secondary referral.

Departure Clearance Gate

Before a vessel is permitted to depart, ISR Fusion performs an automated departure check: all crew and passengers accounted for, all cargo items resolved, all fees settled, no active holds remaining.

VEILWATCH Coastal — Patent Pending (USPTO)

The vessels that turn their transponders off.

VEILWATCH Coastal closes the critical gap left by AIS-only monitoring: vessels that deliberately disable or spoof their AIS to avoid detection. A passive multi-sensor array detects, identifies, and tracks these vessels, feeding contacts directly into the ISR Fusion operational picture alongside AIS-cooperative traffic.

  • Passive multi-sensor array — no active emissions that reveal the sensor’s own location
  • AIS correlation engine: every passive detection is cross-checked against live AIS and non-correlating contacts generate automatic investigation records
  • Non-cooperative contacts appear on the operational picture next to AIS-cooperative vessels for unified officer awareness
  • Patent-pending sensor-fusion methodology, filed with the United States Patent and Trademark Office

Cross-Platform Integration

A vessel on the map is never just a dot.

Every vessel and flight tracked by ISR Fusion carries live records from Border Intelligence, NEXUS, and SENTINEL. The ISR operator sees not just that a person is aboard, but whether NEXUS has flagged them, what the flag is, and what action has been recommended — all in context on the contact.

ISR Fusion contact card with cross-platform records — Border Intelligence, NEXUS, SENTINEL

Border Intelligence → ISR Fusion

Crew and passenger manifests, passport scan results, biometric verifications, and ED-Card submissions attach to the ISR contact and are visible to the operator in context.

NEXUS → ISR Fusion

Every individual screened through NEXUS during pre-arrival has their screening outcome attached to the vessel record — including flag nature and recommended action.

SENTINEL → ISR Fusion

Dynamic risk scores for every vessel, passenger, and cargo item propagate onto the operational overlay, updated continuously as SENTINEL re-scores.

ISR Fusion → Border Intelligence

Every arrival and departure event is logged as a confirmed movement record, creating the authoritative entry/exit record for every vessel and every person arriving by sea or air.

Sovereign AI

Every model trained, owned, and operated by VEILWATCH.

ISR Fusion AI does not just aggregate data. It understands what is happening across the maritime and air domain, predicts what is about to happen, and surfaces only the intelligence that demands officer attention.

Vessel Behaviour Analysis

Trained on normal and anomalous vessel movement patterns — detects route deviations, suspicious loitering, AIS manipulation, and threat-indicative maritime behaviour.

AIS Spoofing Detection

Identifies vessels broadcasting false AIS identity, location, or vessel data by cross-referencing physical sensor detections against declared AIS transmissions.

Flight Anomaly Detection

Analyses ADS-B and MLAT data to detect aircraft behaving outside normal parameters: altitude anomalies, deviation from filed plans, non-cooperative signatures.

Multi-Sensor Fusion

Correlates AIS, ADS-B, MLAT, radar, passive Wi-Fi, and cellular RF into a single coherent picture, resolving conflicting signals and filling coverage gaps.

All ISR Fusion AI models can run on VEILWATCH shared sovereign cloud infrastructure or be deployed on government defence networks, including classified environments.
